You should be able to obtain that information from engineers at the stations you want to receive or from the Telcom Regulatory Authority of India

FM broadcast stations throughout much of the world originally transmitted horizontally-polarized signals, but many eventually changed to circular polarization. If the signals you want to receive are circularly polarized the orientation of your receiving antenna probably won't make much difference, although at individual receiving locations one polarization or the other generally tends to be stronger.
If the FM stations you want to receive are public-service stations, such as police, fire, ambulance, etc., instead of public broadcast stations, the polarization will almost certainly be vertical.
