Ham Radio Contacts with Russia

The President of The National Association of Radio Amateurs of Georgia, Mamuka Kordzakhia, 4L2M, has asked radio amateurs throughout the world to stop working Russian stations to protest Russia's invasion of Georgia.

What do you mean when speaking about Georgia? Is it country that belongs to US( one of its state) and shelled Ossetia ?
